 Risk Manager Position Closes: Open Until Filled
 Risk Management Salary Range:$35,000 - $47,300

 

An administrative and management level position performing a variety of complex administrative duties and responsibilities in direct support of the City Manager. Responsible for the development and administration of programs to protect the City from unexpected catastrophic financial losses and to implement and maintain employee safety awareness programs.
 

Essential Job Functions:  Directs and coordinates insurance activities including worker’s compensation claims; Selects appropriate risk management techniques to effectively reduce the frequency and severity of losses; Analyzes and classifies risks to frequency and potential severity; Measures financial impact on risk upon the City; Gathers information and prepares necessary insurance coverage specifications for insurance policy renewals; Prepares, records and submits written and oral reports; Represents the interest of the City regarding claims; Implements and coordinates the City’s Safety Incentive Program; Implements and coordinates the City’s Substance abuse policy; Performs other duties as assigned.

 

Required Knowledge, Skills, and Abilities: 
Knowledge of principles and techniques of administration analysis with skills in supervision; Ability to read and understand local, state and federal regulations such as worker’s compensation, tort claim limits, DOT, OSHA, Chapter 143 and ADA; Ability to maintain effective claims management systems and accident prevention programs; Ability to motivate employees; Ability to quickly analyze complex information; Ability to determine unsafe jobsite practices and implement safe practices; Ability to disseminate information; Ability to communicate effectively, orally and in writing, with Board Members, City/County Commissioners, Judges, Mayor, and general public

 

Preference:  Applicable experience in local government insurance work or prior risk management experience; Emergency management experience with NIMS certifications

 

Minimum Qualifications:  Bachelor’s degree from an accredited college or university with major coursework in Public Administration, Insurance or related field; Texas Department of Insurance adjusters license in worker’s compensation or property and casualty; Three (3) years of progressively responsible work experience in the direct supervision and coordination of a comprehensive risk management and loss control program

 

Physical Requirements:  The essential functions of this position require the use of emergency equipment in vehicles; office; communication equipment (radio, mobile radios and mobile phones); cameras, fire extinguishers, measuring tapes and wheels and any other type of equipment needed to perform duties accordingly. Duties are performed in an indoor and outdoor work environment; in seasonal heat and cold or adverse weather conditions. Some exposure to dust, fumes, noise, mechanical, electrical, and chemical hazards while using proper safety precautions.

City Marshal Position Closes: 02/29/08 @ 5PM
Task Force Hourly Rate: $16.35

 

The City of Kingsville is accepting applications for a City Marshal. The successful applicant is responsible for investigations relating to the possession, trafficking, use of narcotics and dangerous drugs. This includes gathering intelligence, pursuing criminal investigations, tracking controlled purchases of narcotics, surveillance of suspected drug traffickers, and prosecution in state/federal jurisdictions. The candidate must cultivate confidential informants, gather tips from citizens, develop investigative techniques, make undercover drug buys, write and serve search warrants and work with state/federal agencies. Must be able to work at any time their services are needed and may work long hours during investigations. The candidate may also make presentation to public groups about drugs and drug investigations. Must have high integrity and moral turpitude and be able to deal with the public in a courteous and professional manner.

 

Training, Experience, and/or Other Requirements:

Minimum three (3) years experience in a narcotics related environment, be a certified Texas Peace Officer, must be able to obtain and qualify with a firearm accepted by the standards of the Kingsville Police Department. 

 

Required Knowledge, Skills, and Abilities: 

Ability to work independently and make independent judgments which could have critical impacts on the public, department and the City. Knowledge of the principles, current methods, techniques and procedures of crime investigation in such area as narcotics, organized crime, money laundering, auto theft and white-collar crimes. Ability to understand City ordinances and state/federal laws. Ability to obtain evidence and prepare detailed reports of findings. Ability to communicate clearly and concisely, orally and in writing with attention to detail in documentation. Ability to establish and maintain effective working relationships and to communicate with department personnel, other City employees and the public.

 Telecommunication’s Operator Position Closes: Open Until Filled
 Police Department Hourly Rate: $10.68

 

The City of Kingsville is accepting applications for a Telecommunication’s Operator in the Police Department. Responsible for receiving, evaluating and dispatching calls for police, transferring fire and EMS calls for service in a timely manner, and performing notification and information gathering duties in support of personnel in the field. Operators also receive paperwork generated by police personnel and properly route and file such paperwork. Performs other duties as assigned.
 

Training, Experience, and/or Other Requirements:

Ability to type thirty (30) words per minute. Position requires working on shift assignments. Must obtain Telecommunication certification within one year of employment. Ability to communicate clearly and concisely, orally and in writing with attention to detail in documentation and presentation. Ability to establish and maintain an effective working relationship and to communicate with department personnel, other City employees and the public.
