Carlos Yerena was appointed City Manager for the City of Kingsville on Monday,
November 17, 2003. Mr. Yerena plans to improve the City of Kingsville through a
strategic economic development plan that integrates all sectors of the
community. "The City of Kingsville is strategically located to take advantage of
its proximity to Mexico to the south, and has the transportation corridors to
support trade to the north."
"As the new City Manager of the City of Kingsville, I would like to re-iterate
the strong commitment that the city staff has to move forward with the
initiatives set forth by the Mayor and City Commission. The City Manager's
office, department heads, and staff are united in our efforts to: increase
growth and development (not only with the addition of new companies, but with
our efforts to support existing businesses), beautification of the city, and
increased housing opportunities."
With over 15 years in the area of public administration, Mr. Yerena has worked
very hard to get where he is today. He began his career in January 1993 as
Economic Development Director for the Edinburg Chamber of Commerce. After two
years, he decided to pursue a career in public administration as Assistant City
Manager (later, City Manager) for the City of Donna, TX while President-CEO of
the Donna Economic Development Corporation.
Before Kingsville, Mr. Yerena was the City Manager for the City of Pecos, TX, a
West Texas city approximately 210 miles east of El Paso, for three years. As
city manager of Pecos, he erased a fiscal deficit and produced over $3.7 million
dollars in grants for water and sewer improvement, affordable housing and
economic developments, all of which are significant in helping improve the
quality for the citizens of Pecos. Mr. Yerena served as a member of the Pecos
Economic Development Corporation and administered a budget in excess of $10
million dollars and a staff of over 100 employees. He established, founded, and
became the Executive Director of the first rural empowerment zone in Texas, a
$100 million dollar presidential initiative designated by President Clinton.
"My entire career has been devoted to economic development and public
administration. I basically lead by example and I expect people to produce; I
delegate, but give people the opportunity to get the job done as long as they
produce within certain guidelines and expectations. I feel that my experience in
both public administration and economic development will be very beneficial in
bringing together the great resources that are already in place and moving
forward toward the ultimate goal of improving the quality of life for the
citizens of Kingsville."
Mr. Yerena received a Bachelor of Business Administration in Finance from the
University of Texas at Austin and a Master of Business Administration from the
University of Texas Pan-American. Mr. Yerena moved to Kingsville on November 10,
2003 with his wife, Aida and four children: Edgar, Carlos, Emanuel, and Abraham.
"We, as a family, are very excited about everything Kingsville has to offer;
especially the kids, they are really happy about all the fishing locations near
Kingsville."
