No. The City of Kingsville Purchasing Department will only accept sealed bids/proposals to maintain confidentiality until they are publicly recorded during bid opening.

No. The City of Kingsville is Tax Exempt.

IF I AM NOT ON YOUR BID LIST, AM I STILL ABLE TO SUBMIT BIDS TO THE CITY OF KINGSVILLE?

Yes. If you are not on our bid list, you are still allowed to submit bids. When you submit a bid, you will automatically be placed on the bid list for the commodity or service you are bidding .

Bids/proposals shall be received by the Purchasing Department at 200 E. Kleberg, 2nd. Floor, Kingsville, Texas 78363 or mailed to P. O. Box 1458, Kingsville, Texas 78364. Bids/proposals must be received by the date and time cited on the BID/RFP notice page.

WHO, IN THE CITY, DO I CONTACT TO GET PAYMENT FOR MY INVOICE?

All invoices shall be mailed to the City of Kingsville Finance Department, P. O. Box 1458, Kingsville, Texas 78364. Questions regarding payment of invoices shall be directed to (361) 595-8010.
ARE DEPARTMENTS ALLOWED TO MAKE THEIR OWN PURCHASES?

All purchases over $100 are either made or approved by the Purchasing Department through the use of purchase order numbers. In the event that goods or services are requested by a City employee without an approved purchase order, please contact the Purchasing Department at (361) 595-8025 immediately. Purchase order numbers can be verified by contacting the Purchasing Department.
HOW CAN I SET UP AN OFFICE VISIT?

Suppliers are encouraged to visit our office. Appointments are preferred, but not necessary, to insure that full consideration will be provided. Office hours are from 8:00 A.M. to 12:00 Noon and 1:00 P.M. to 5:00 P.M., Monday thru Friday. We closed on Saturdays and Sundays and legal holidays.
WHAT IS A PRE-BID/PRE-PROPOSAL CONFERENCE?

The pre-bid/pre-proposal conference is a meeting held to discuss the specific Bid Invitation or Request for Proposal document. This meeting gives you the opportunity to ask questions and to request clarifications in the documents. Pre-bid/pre-proposal conferences are held for some of the bids/proposals solicited by the City of Kingsville. The pre-bid/pre-proposal conference is not mandatory, unless specified in the bid/proposal document, but suppliers are strongly urged to attend.
WHAT CRITERIA IS USED TO AWARD BIDS AND PROPOSALS?

Bids for goods and non-professional services are awarded to the lowest responsive and responsible bidder(s). RFP award recommendations are based on other criteria in addition to price. The proposal document will specify the method of award.
WHAT ABOUT BOND AND INSURANCE REQUIREMENTS?

Bonds and insurance may be required for various jobs. The City attempts to only require bonds and insurance in order to meet statutory mandates or when complex purchases warrant them to protect the City's interests.
Bonds and insurance requirements are specified in the bid/proposal document.
HOW OFTEN DOES THE CITY HOLD AUCTIONS?
