Mission
To provide complete engineering support for all of the City's Departments,
Capital Improvement Program, the public and to provide a proactive approach to
new development within the city.
This department provides technical support for 23 City departments and various
outside agencies. An important function is that this Department is the record
keeper for the City's infrastructure records, as well as an archive for the
engineering-related construction drawings (an extensive historical record dating
back some 80 years). Roadway, drainage, traffic, utility, and structural design
work is taken on by this Department, including coordinating bidding duties with
In-house design of infrastructure improvements such as roadways, drainage
facilities, water distribution systems, and wastewater collection systems.
Construction
This division provides construction inspection and oversight to determine if all
quality control and quality assurance requirements are met for public
infrastructure. All public infrastructure and facilities construction is
inspected by this department to ensure adherence to approved plans and
specifications. The inspections are for streets, drainage, water distribution
and wastewater collection systems. Additionally, utility coordination is
provided by this group to assure right-of-ways are cleared for any proposed
improvements.
Development
This department performs review of proposed streets and drainage for commercial
and residential subdivision development. The review process is extensive with
dozens of issues to review for each application to be subdivided. Technical
support includes, but is not limited to:
- Production of plans and specifications
- Construction project inspections
- Traffic control planning/engineering
- Street and park lighting
- Management, planning, design, construction, and maintenance of the City's building inventory
- Management, planning, design, construction, and maintenance of the City's utility infrastructure inventory

that can be mailed or faxed to anyone interested. The Purchasing Department
maintains a database of all bidders who request to be placed on the bidder list.

Engineering and Specifications
Plans, Specifications, Proposal Form, and Contract Documents may be obtained
from the Purchasing Department (City Hall, 2nd Floor).
A deposit is required, as
a guarantee of their return in good condition, within two (2) weeks of the bid
date.
Documents can be obtained by mail upon receipt of an additional $10, which
is non-refundable postage/handling charge.
Documents can be shipped overnight
via U.S. Express Mail (or other carrier requested) provided the requesting party
agrees to pay all shipping charges.

Types of Construction Contracts
Large construction contracts are construction contracts for more than $25,000 is
governed by Chapter 252 of the Local Government Code for purposes of
advertising, bidding, and award.
Contracts Over $25,000: The Local Government
Code requires use of sealed competitive bidding requirement for public works
contracts with notice of bid opening being advertised in a local newspaper
published once a week for two consecutive weeks. The date of first publication
must be before the 14th day before the date set to publicly open bids.
Alternative delivery methods permitted by the local government code may be used
for architectural projects.
Bid Bond or cash surety equivalent to five percent
(5%) of the total amount of the bid must accompany the bid. Successful bidder
must comply with wage rates and submit required insurance certificates.
Small
construction contracts are construction contracts for $25,000 or less are
generally administered under City Policies, with the exception of
federally-funded projects and HUB (Historically Underutilized Businesses)
projects having statutory controls based on contract amount ($3,000 - $25,000).

Installation of Speed Humps
For specific information on the process involved when requesting speed humps. To

Traffic Obstructions
To report tree branches blocking the view of on-coming traffic or blocking
traffic signs, please contact the Street Department at (361) 595-8041. The
receptionist will make out a work order to have the obstruction cleared.
Street Lights (Illumination)
To report a street light (illumination) that needs to be repaired, please
contact the Engineering Department at 595-8005. The Engineering Department will
submit a work request form to AEP/CPL for the repairs. Security lights are
privately owned and must be maintained by the adjacent property owners.
Requests for Traffic Signs
To request information on obtaining installation of traffic signs, i.e., school
zone flasher, speed limit signs, please contact the Engineering Department at
595-8005. Staff will investigate the area and determine if signs are warranted.
Street Closures for Special Events
To obtain information on closing public streets for special public events, i.e.,
annual church festivals, etc., please contact the Police Department at (361)

Block Parties
To obtain information on closing residential streets for neighborhood events,
i.e., parties, weddings, meeting, etc., please contact the Police Department at
