Information The Finance Department serves the citizens of the City of Kingsville by providing sound management of the City's financial resources. This Department administers the following major programs: Accounting, Budget Preparation, Fiscal Reporting, Debt Service, Internal Audit, the Utility Business Office and Municipal Court. The Accounting Section is responsible for maintaining the General Ledger, Accounts Payable, Federal Grants, Payroll and Bank Reconciliation. /> The Accounting Section reconciles the sub-ledgers, analyzes cash management, assures compliance with approved utility rates. The Utility Business Office provides billing services for all utility customers, receives payment for utility services, processes payments to the City and supervises the reading of water meters. Municipal Court provides a fair, impartial and unbiased court system for those citizens charged with offenses, in accordance with the Code of Criminal The Finance Department works in collaboration with City Departments in preparing the City's Annual Budget and Comprehensive Annual Financial Report (CAFR).
