The mission of the City of Kingsville Health Department is to protect the safety of its citizens, and promote an environmentally safe community for the residents of Kingsville. The Environmental Health Division enforces multiple city code ordinances, as well several State Health and Safety Codes. The environmental health inspector responds to various environmental complaints, which includes inspections of swimming pools, inspections of keeping prohibited animals within the city limits, and inspections of raw sewage leaks.

Our department explores numerous potential environmental hazards around the county to keep our citizens safe. Some of our departmental responsibilities include inspecting:


Swimming Pools that May Harbor Mosquitoes

Our Environmental Health inspector investigates any complaint regarding swimming pools that have stagnant water, foul odor and that have the potential for breeding and harboring mosquitoes. Properties with abandoned swimming pools are in violation according to Vernon’s Texas Codes Annotated Health & Safety Codes. The inspector will take pictures of the violation and document what was observed. The property owner will be notified by certified mail of the violation and will have 7 days to abate the problem. Additional enforcement action may include submitting documentation to the Kingsville Municipal Court System; and a fine of up to $2000 per day could be imposed.


Keeping prohibited animals within the City Limits

The Environmental Health Department also receives complaints of prohibited animals within the city limits of Kingsville. Animals such as chickens, rabbits, hares, guinea pigs, horses, mules, donkey, cattle, goats, sheep, turkeys, guineas, geese, ducks or homing pigeons are prohibited. Upon a complainant for a prohibited animal(s), an inspector will investigate the complaint by inspecting the property. The inspector will take pictures of the violation and document what was observed. The property owner will be notified of the city violation via a certified letter. The certified letter will explain the violation and give the property owner 7 days to comply. For exceptions, please see Kingsville Ordinances.


Sewage leaks in the City of Kingsville

The Environmental Health Department also receives complaints for raw sewage leaks. These properties are in violation according to Vernon’s Texas Codes Annotated Health & Safety Codes.

Upon a complainant for raw sewage leaks an inspector will go out to investigate the complaint by inspecting the property. The inspector will take pictures of the violation and document what was observed. The environmental health inspector will also notify the city plumbing inspector about the violation. The property owner will be notified of the city violation via a certified letter and the owner must immediately fix the sewage problem.
