The City of Kingsville Finance Department prides itself on providing superior customer service and financial services with integrity and passion for the enhancement of the organization and the community we serve. In addition to working in collaboration with City Departments in preparing the City’s Annual Budgets and Annual Comprehensive Financial Report (ACFR), our sole mission is to provide city departments with fiscal planning, analysis and management services that contribute toward the development and delivery of city service plans enabling effective and efficient delivery of city services.

The Finance Department encompasses several different Divisions with includes:

  • Accounting
  • Facilities Maintenance
  • Municipal Court
  • Purchasing
  • Technology
  • Utility Billing and Collections

Accounting is responsible for all accounting functions, paying of the City’s bills through Accounts Payable, managing Federal and State grants reimbursements, processing payroll for city employees, reconciling City general ledger accounts, managing debt obligations and investments.

Facilities Maintenance is responsible for providing facility and property management services to all City owned facilities through maintenance, repair, custodial, landscaping and mowing services.

The Municipal Court is the judicial branch of the government of the City of Kingsville.  The Court adjudicates Class C misdemeanor cases, most of which are criminal, including traffic, city ordinance, state code, juvenile, parking and disable parking.

Purchasing is responsible for centralized purchasing through purchase orders and City P Cards.  It also manages all requests for proposals and competitive bids.

Technology provides support to City of Kingsville workstations and laptop computers including troubleshooting, software installation and maintenance.  This division is responsible for providing a solid network infrastructure secured with multiple firewalls, software antivirus and user security requirements.  They have the responsibility for providing telephone capabilities at all City sites.

Utility Billing and Collections is responsible for the monthly utility billing of all City of Kingsville customers.  Other billings include abatements, landfill, and bulk water accounts.  They are responsible for posting payments for all City departments including Fire, EMS, planning, tourism, parks and recreation.
